The Japan Federation of Aviation Industry Unions conducted a study between April-June which revealed that 60% of flight attendants were secretly filmed by passengers whilst on duty. The survey found that flight attendants had difficulty in prosecuting the offenders due to the crime being punishable under the nuisance-prevention ordinances – which is enforced by local governments and requires flight attendants to know the exact location of where the plane is when the offence occurs.
